Voted by:
The vote is conducted by Uruguayan newspaper El Pais, they poll around 500 journalists from 20 countries
across the continent for their choices.

At the end of each calendar year.
Worth a mention:
1. The award was originally created in 1971 by El Mundo (a Venezuelan newspaper) and
they ran it until 1992. However, in 1986 El Pais (the Uruguayan
newspaper) created the Rey del Futbol de America (America's King of Football).
Since then this has been considered the official award.
2. Its only supposed to
be awarded to South American footballers playing for a South American
club. The only exception to this was when El Mundo gave Mario Kempes the
award in 1978, when he played in Spain for Valencia.
